HM Treasury is the government department responsible for setting and implementing policy on Public Private Partnerships (PPP), in particular the Private Finance Initiative (PFI).

  • The Infrastructure Finance Unit
    The Treasury has established TIFU, headed by Andy Rose, to consider applications for Treasury loans to PFI projects, negotiate the terms of any such loans and monitor and manage loans once made. TIFU will operate at arm’s length from procuring authorities and will be staffed by appropriate project finance professionals employed by Treasury. TIFU is establishing credit approval and loan monitoring processes comparable to those operated by commercial banks.

Partnerships UK

PUK was established by the Treasury as a PPP to work principally with public bodies to develop and procure their PPP projects.

The Public Private Partnerships Programme (4Ps) was established as the local government procurement expert, providing advice, guidance and skills development to local authorities undertaking projects, procurement and partnerships. This includes private finance initiative (PFI) schemes, strategic service partnerships and all other forms of partnership working.

Department for Children, Schools and Families

The Department for Children, Schools and Families (formerly the DfES), through its Schools Capital and Buildings Unit, has undertaken an extensive programme of school building improvement through its Schools PFI Unit. More recently the government announced its intention to overhaul the entire secondary school estate through a programme known as Building Schools for the Future.

Department of Health

The Department of Health has a rolling programme of investment in new hospital buildings funded, in part, through the Private Finance Initiative. Additionally a significant programme of investment in primary care and community-based facilities is also in operation. Called NHS LIFT (NHS Local Improvement Finance Trust) it seeks to modernise GP practices and one-stop primary care centres.

    Community Health Partnerships (CHP) - known until autumn 2007 as Partnerships for Health (PfH) - is an independent company, wholly owned by the Department of Health. Its main activity has been to deliver the Local Improvement Finance Trust (LIFT) Initiative which provides clean, modern, purpose-built premises for health and local authority services in England.

The department has on-going programme of waste PFI projects. Schemes supported by the department are focused on recycling-led and sustainable solutions that fit with current government objectives.

    As part of its work The Highways Agency oversees the DBFO Roads Programme (design, build, finance and operate). Using PFI procurement the agency has delivered a number of key road infrastructure projects.

Ministry of Defence

On 1 November 2004 the Ministry of Defence established a dedicated Private Finance Unit. The Unit brings together the existing private finance units in the Directorate of Broadening Smart Acquisition (DBSA), the Defence Procurement Agency (DPA) and the Defence Logistics Organisation (DLO) into a new centralised PFU covering the whole of the MOD.

Department for Communities and Local Government

This department, formerly the ODPM, had responsibility for overseeing many local authority PFI/PPP projects, particularly in the areas of social housing, fire services and local authority accommodation.

In December 2008, the PFI delivery function of the Department for Communities and Local Government (DCLG) was taken over by the Home and Communities Agency (HCA). DCLG's new role is to be responsible for strategy. to ensure that all major department projects comply with SOPC4 and other guidance, and to monitor and enforce good governance. DCLG will allocate PFI credits to Local authorities on the recommendation of HCA.
